People of East Asian descent tend to have a pronounced epicanthic fold http://en.wikipedia.org/wiki/Epicanthic_fold which give the impression or partly covering the eye. It is conjectured that this may give protection to the eye from sand and dust, or from excessive ultraviolet. However, all one can say is that it is part of the normal variations in human beings.
