the O/S, or windows/unix is stored on the HD, or hard drive. So no, windows is not stored on the chip, but rather the disk.

Windows as an OS is traditionally installed from hard media such as CD. For convenience some manufacturers such as Dell put install and system image recovery files on a separate area of the hard drive. That installation is done at the factory. The system seller or builder is licensed by Microsoft to re-sell the OS with a system. So, fundamentally the OS and the hardware arrive very separately, but it has so long been a practice to bundle a Windows license (and install media) with a system that some people are not aware how the two reach the consumer market.

When you get a CPU you may get a heatsink and fan with it, or you may not. Many people replace the stock coolers anyway.
