Is murder and terrorism the same thing?

    No. Murder is any killing that is not in self-defence or in defence of others. Terrorism is the use of violence to try and terrify the population at large into some political action. Terrorism may, indeed usually does, include murder as one of its tools. But the purpose is to frighten the population and make them do tell their government to do what the terrorists want. A domestic murder, or even a gangland killing, is not terrorism because it is not aimed at the population at large.

    No, terrorism has a political motive and not all terrorist incidents involve murder. A common terrorism tactic is to intersperse genuine attacks with hoaxes, just to keep the level of public expectations at a high level.
