Around here: Police is within the cities and the sheriff is within the county, patrolling the areas that are outside of city limits.

Sheriff is the law offical for the entire county. Usually there is an understanding in the division of authority with the City Police. The Sheriff technically has jurisdiction within the cities in the County and sometimes takes over the entire law enforcement for small towns/villages within the County which do not have city police.

In most states, the County is patrolled by the Sheriff's Dept and cities and towns are covered by the police depts...a lot of the Sheriff's Depts only handle jail work and paper service...and there are Sheriff's Depts within cities as well. A full service dept ( Sheriff) does everything from paper service to giving tickets and working accidents. They make arrests and keep the peace. They actaully do a lot more than a police dept.
