That depends on the book and its copyright. If in doubt, ask the author, or if they're not around, ask the publisher. Most have contact info. Show them what you have or your ideas. Maybe they'll really love it. Are you thinking fanfiction? Most authors don't mind and some actively encourage it. Some don't. Have you ever wondered why Star Wars has massive amounts of unofficial works and X-Files never has any? FOX gets really active about stopping that kind of thing. If you're looking to publish, print, and sell the book, you bet your butt you better have the license. You don't want to get fined!
