No, it's not "wrong." Vaccines require development. Mammograms require the purchase of a machine. You are merely reimbursing the provider for some of their costs. SMART employers make such things free in the workplace to promote employee health, but this is certainly not required. The employer pays the cost in this case. If no one gets paid for providing such services, no one will provide them. It's as simple as that. It's like saying "Drug companies should never get a profit on a new drug" when it cost millions of dollars to produce it.
