It MAY be allowed/sanctioned in nations where it isn't illegal (or otherwise prohibited) by statute. The only reason the Mormons stopped advocating it in 1890, was because the federal government threatened to prevent Utah from becoming a state (which it finally did, in 1896) and told the LDS Church that the territory of Utah would receive no more federal funds, until polygamy was officially debnounced (and ended) by the church. They spinelessly "caved in" to get their mammon. +5

Polygamy will always be a part of the New and Everlasting covenant of Marriage. But it does not need to be practiced unless the Lord Commands it, to build up a righteous seed unto him. It was necessary to practice it for a time so that it could be restored on earth again as part of the New and everlasting Covenant. It's practice was stopped because it was no longer needed. And the Lord told Wilford woodruff it was more important to do temple work than live Polygamy. So he allowed Wilford to issue the manifesto in 1890. So the Government would release our Temple and Chapels so the work for the dead and the living could proceed. There was never a promise of statehood by the Government, so that was not even an issue...Later

practically it would have to be legal again and theologically god would have to command it again.

LdS doctrine does not state that polygamy is essential for our salvation, so your question is based on a false premise. The Church of Jesus Christ of Latter-day Saints wll not reinstate polygamy until a revelation is received dictating it. My personal belief is that we won't practice polygamy again until the Second Coming of Jesus.

The LDS Church will allow polygamy again if and when God commands us to do so. I'm not God, so I don't know if or when that would be. But personally, I recommend you not hold your breath waiting for it to happen.
