Is it legal for a Florida Notary Public to notarize a closing document in a title company where he or she is notarizing the same document where she is also is signing as a whitness to it? And what are the reprecosions towards this?

That is what a notary does. A notary is someone who witnesses someone else sign, or attests to the fact that the person who signed has attested to signing the document.
