Your barking up the wrong tree, former president Bush was the person that asked for this legislation. the democrats fought against it, but lost since congress was run by the republicans. reason for the legislation, some major US companies operate out of Columbia, so basically they are getting paid twice, tax break because they are a US company, and collect extra since they can be counted as an import.
