By "Prostiboots", do you mean those boots that come up over the knees? Might you not understand that the boots are designed that way to keep the knees from getting rug burn while giving head?
I have heard it, but am not really sure, except that in the winter in northern cities, the prostitutes on the streets wear them, high topped boots that reach up to the thighs, though they still wear the short skirts. It could just be a thing for warmth in winter. These gals are out on the street in all kinds of weather. "A gal's gotta make a buck"...(smile).
