Why does my wife go crazy cleaning and re-arranging before anyone, even the meter reader, comes to our house, when the house is already clean and neat?

It's because they don't want to be seen as keeping a bad house. It's a throw back to when women were judged by the wax shine on their kitchen floor and the lightness of their soufflé. Even though those days are pretty much over, the guilt trip has been passed down. :)

A wife who can't keep her home neat and clean will feel she has failed her duty as a good wife. It's an image thing. Don't worry about it. I am not married yet but this is how I see it.

She's just being a GOOD wife .... would you prefer one who NEVER cleaned and you had to use a broom or shovel to get thru the trash in the house ... I've seen a house like that ; the wife did NOTHING ... just ate and watched TV ... +5

Being clean and neat is NOT the issue, its her needing to put her 'signature' onto the house. If she doesnt do it, the image the visitors see might be from YOUR cleaning, not hers. It sounds like an unstoppable force, so if I were you I would accept she is going to do it, and manage it accordingly.
