Re your 2nd question: Yes, I think it is, because you can practice (reading/writing) with content in which you are really interested. And it's "live", not "schoolbook" language.+1

Yes. My mother tongue is German, and I practice my English here on AB. It is pretty good because there are so many people asking and answering qeustions here - with all kinds of different backgrounds and varying language skills and styles.
