But the main question, am I legally obligated? She got herself into trouble, and now needs to go into a detox center and that is not covered under insurance. The center said that if she is not insured or her insurance doesn't cover it, she could get medicaid but if she is living with us, does that mean that they consider my and my husbands salaries?

oh...I honestly don't know. If you claim her as a dependent, I think they will consider your salaries.
