In a way it does and much more. The hypothalamus controls our body temperature and things like hunger, thirst,and our sleep and awake cycles. I also releases a hormone called GnRH. The neurons that secrete GnRH are linked to the limbic system, which is primarily involved in the control of emotions and also of sexual activity.

Think of it like this, the more complex a function, the closer it is to the front of your head. In other words, At the base of the skull near the neck is where all basic function controls are located. These are involuntary such as heartbeat, breathing, organ function, etc. In between your temples is where the frontal cortex is located which is the area which regulates emotion. Its not localized in the hypothalmus which actually serves to link the nervous system to the endocrine system via the pituitary gland. It maintains body temperature and regulates hunger and thirst to name a few.

Emotions are for the most part regulated by the amygdala. This is the area in the limbic system of the brain that deals with emotions, especially fear and anger. The amygdala is about the size of a walnut and is located directly in the center of the brain. The connection from the cerebral cortex to the amygdala is rather large, that is why it is more common that incentives to act are based on emotional feelings rather than logical facts.

Both the hypothalmus and the amyglada. I think the hypothalmus can suppress the emotions.
