Back when I worked for one of the big international accounting/consulting firms we had a very large internal training function. We also had a high-level staff function called "cold review". The reviewer wasn't familiar with the client or the staff involved-the work had been subjected to 4-5 levels of review before it got to them-but functioned soley to assure technical compliance/completeness of documentation/etc. We said, "Those that can't do, teach. Those that can't teach, review." ['
