I think its impossible(I've never done it). In order to make a proper whistle, your lips need to be pursed, and you need to sort of curl your tongue to make that whistling sound. (technically, your mouth is "open" when you do whistle, or how else would the sound come out?, but not wide open)

I can actually whistle with my mouth open. When I was younger I would imitate the gopher on Winnie the Pooh. He would whistle when ever he said a word with an "S" in it. I can whistle songs and everything. It's a great way to freak people out because you can whistle and people will look at you, see your mouth, then continue to try and find out where it's coming from. haha I never learned how to whistle the normal way.
