No. Regardless of how lofty his plans, there are always congressional road blocks. Some of them legit., others are just partisan politics. Not to mention all those members of congress who are in pockets of big corporations.

Yes. He made promises that he hasn't kept.

Not really - things seem to be going to plan at about the speed I expected. All in all he's doing a good job so far.
