I think it's meant to define that long festival of centuries where war, fear, disease and poverty reigned over the lack of modernization, ever since the Romans instilled in society concepts such as entertainment, "civility" and hygiene.

The Dark Ages are commonly referred to as the period between the fall of the western Roman Empire, around 400 CE, to the time when Charlemagne unified western Europe, 800 CE. A general collapse of civilization due to nuclear war or drastic climate change could easily cause another Dark Age. +5
