Is it true that the country (U.S.)was in a surplus during the Clinton administration? And if so, Why was this?

It is true and it is because the Republicans under Newt Gingrich forced Bill to balance the budget and cut taxes. Do you remember the Shut down of the federal government while Clinton tried to fight the pressure from the right? Eventually he gave in and we ended up with a surplus and an increase in defense spending. All while cutting taxes. At least that's the way I understand it.

Under clinton spending was cut. http://archives.cnn.com/2000/ALLPOLITICS/stories/09/27/clinton.surplus/ Enough so, that if Bu$h had carried the Ball, we would've paid off a goodly portion of the National Debt by now. But, no. Georgie cut taxes and increased spending instead.

Yes, the man was a great guy, so he got a little frisky with another woman, maybe smoked a little green stuff in the white house. But all in all he was a great president.
