Probably so they can include multiple "Anonymous"es, though it would be simple for any check to exclude certain names. It's also possibly allowed, so that people who want to use usernames of those who left long ago, those who were banned, or those whose accounts were nuked can.

i don't know but it's not a good idea becuz i saw some ppl with the same usernames as my friends trying to say that they were the same ppl only with other accts and it's not true at all.
