Sounds like larceny and mail theft to me. I'd expect prison time.
You should continue with the legal process regardless of "what kind of trouble he will get into" - it sounds like you're concerned with the neighbor and don't want him to get into trouble. Too bad he didn't show the same concern when STEALING from your child.
Do the right thing and set a good example for your child she is not a doormat and you will not allow bad things to happen to her without prosecuting the person who victimized her.
It's a Federal crime to remove mail from another person's mailbox without permission.. as far as the money goes, as soon as you discovered it, you should have reported it to the bank and if they have his picture as using the card then the bank will pursue legal action against him as they have to guarantee those funds up until the time you notice the problem...If you knew and didn't report it then it's up to you to get your money but the bank will still pursue action against him as they do not look kindly on these kinds of things

My ex girlfriend works for aus goverment and she has been taking unauthorised funds from my bank account i went to her employers office today to ask the question if convicted would she loose her job they said yes should i go that far ? no names mentioned
