  • 1) I assumed that the question was referring to the US. For instance in Germany, the President does not have so much power as the Chancellor, for instance. 2) I found several answers to this question. Actually, the power in the US is divided, to avoid the possibility of someone taking all the power in one hand (dictatorship). To sum this up, it seems that in specific issues, some instances have a greater power than the president. Whether those instances have generally more power than the president, is unclear. 3) According to that blog, the Speaker of the United States House of Representatives has more power than the President: "So if you are wondering why Nancy Pelosi, a far left member of her Party, who is definitely not a mainstream Democratic Party player, can prevent the will of the People, wielding more power that the President – he only has veto power that can be overridden. She has the totalitarian power to never let a bill she does not agree with see the light of day. This does not sound like government of the people, by the people, and for the people, to me." Within that jurisdiction – inside his county – the sheriff has more power than the governor of his state. Indeed, the sheriff has more power in his county than the President of the United States. In his county, he can overrule the President and kick his people out. Remember, the President has few and limited powers. What? The sheriff can do that? He’s not just a character in a movie? That’s right. Not only can the sheriff do that; sheriffs have already done that, more than once." It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution. Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. No, it is not the U.S. military nor the Central Intelligence Agency, they are subject to Congress. The organization is called FEMA, which stands for the Federal Emergency Management Agency. Originally conceived in the Richard Nixon Administration, it was refined by President Jimmy Carter and given teeth in the Ronald Reagan and George Bush Administrations." I don’t know if the President has the power to over-rule him. If he could, under what circumstances would he?.... Bernanke takes measures that are presumably for the long-term benefit of the US economy, so the President would presumably do well to take his advice." • People who's names you'll probably never hear or see on T.V. Members of the United Nations, Bilderberg group, people at the top of the CIA. The President is like the coach of a football team. But believe me, he has a boss to answer to, and that guy has a comittee to answer to, and that committee is put together by an even more exclusive committee of very powerful people from dynasties that have lasted several hundred years. Sounds crazy, but it's true. People in positions of extraordinary power understand that secrecy is one of the ways they remain in power. They have no desire to be famous and have any kind of notoriety.

  • Assuming the US, the idea is that no single branch of government can act without a check by another branch. So the truth is, in the US federal government, it is a tie, between the executive (pres), the legislative, and judicial branches. Some presidents have tried to expand the power of the executive (Lincoln, FDR, Nixon, George W. Bush) but there seems to always be blow back when they do. Which is good.

  • Legislative Branch(Congress)- House of Reps. and Senate. They are the ones who make the laws, the president is the one who enforces them.
