i'm guessing we're talking skirts/dresses here? mine are definately short, but i tame them down so they don't look bad. i've gotten comments (actually, more on my shorts!) but i normally just ask them how it's affecting them in anyway or tell them to get a life :}

I don't wear skirts, but the general rule is they should be just below the outer labia.
