Does someone out there can talk with animals fluently? Do animals understand what you say?

Animals and birds mostly give out sound signals to others of their own specie. I know people who can interpret these signals and also imitate the sound signals. But fluent talking to animals and birds would be impossible. At the most you could teach them to obay a few commands that you teach them - that too only if they are your pets.

I talk to my animals all the time. My dog does understand some of the things I say because she's heard them over and over; like "want to go outside", etc.
