    If by working you mean- People living off the system living in extremely nice homes driving really nice cars. Without having to clam any earned income. Then Yes it is working great. Or if you mean keeping people from smoking a little weed. Hell No!

    HAHAHA, not in the slightest, then again I have lived in a quite a few neighborhoods and my current one happens to be in San Francisco, where prohibition of any kind tends to fail. In comparison I also used to live in the heart of the American "Bible Belt" and aside from a bit more paranoia I was able to obtain the substance and smoke it with other lawbreakers with little more than a days wait. So far the hardest city to get it in for me has been Las Vegas, NV as odd as that sounds.
