The graphics accelerator card requirements aren't satisfied by the motherboard, so it doesn't work. You bought way tooooo cheap motherboard, buy a NEW one. Or get older display adapter card.

If everything is "working" do you mean that's not gettinf a picture? It's a monitor problem you've either a broken cable or the TV is at too high or low hertz or screen size. Get a another screen and change it via control panel display. It possible it's your PSU (power supply unit) If it's worked with your old board badly its worn out and needs replaced as it's not giving enough juice to your board. A bit funny as it's possible your old board was fine just the psu was shafted or you need a bigger wattage one. Other than that check your fans are in, ram chips are in and cards are in.
