I realize a safe method to retrieve the passwords and it need no reinstalling Windows. The software called Windows Password Seeker which has been recommended at about.com. You could Search Windows Password Seeker or download it from http://www.passwordseeker.com It can recover almost all Windows passwords in seconds. It also compatible with windows 7.

Try this. This may not work, as every computer/laptop is different.

    1) Start your computer
    2) When u see your logo for your computer press/keep pressing F8
    3) It should then come up with a list of white writing. Click "Safe Mode"
    4) It should then come up with a load of white writing, let it load which might take several minutes
    5) Now depending on your logon screen there r 2 ways which u might have to do this.

If you have the logon screen where u have to type your USERNAME and PASSWORD, do this

    Username: Administrator
Password: (leave blank, unless u remember entering one before)

If u have to click on your name, there should be one called ADMINISTRATOR. Click on it, it should then log in without having to enter a PASSWORD. If it asks for a password, u have obviously entered one before, so enter it.

If u need any help with this, email me.

Have you tried starting up in safe mode (pree F8 when you start/restart the computer)
If you can get in that way you might be able to make a new administrator account, then try starting up as normal and logging into the new account. Or else, you need to use some password recovery tools to help you solve the problem.

Ophcrack can hack a Windows password. You'll need to create a bootable CD.
