I have a chiped xbox and i was wondering if i could puy my patched pc version of gta3 from my computer on my xbox. and play it

No. The Xbox and Windows PCs do not use the same executable format; the game would never launch. However, if done correctly, you MAY be able to use individually patched files from the PC version on the Xbox version
