Why do some drivers insist on driving in the left hand lane, especially on an Interstate highway, even though there may be signs stating "Keep to the right except when passing" or " Slower traffic keep right"?

We have the same problem in the UK. Even though we drive on the right. It's usually old people. A lot of women (Sorry girls but it's the truth. Although mostly old women.) All these drivers are totally unaware of their surroundings because they are not - or are unable - to concentrate properly. Ex. Met Police Traffic Cop.

I think there are a lot of people that only look out the windshield as they drive. They also have an aversion to changing lanes on an interstate. Maybe some of them are play traffic controller. They think if everyone drives X speed then no one gets hurt.
