  • The Congress can declare war or the president can authorize troops and the Congress can vote on it within a certain time period. (See 1974 War powers act)
  • The truth is that it can't, the federal government is nothing but a protector of peace WITHIN the country or state's border. They r allowed to send special unit to other counties, but they can't actually declare war. Declaring war, first has to passed by the president and vice president, then the secretary of defence and after all of that it has to be voted against or in favor by the desired military power. The biggest thing the federal governement can do is have transitional debate between another country, in other words the can dispute and maybe come to an agreement without the use of military power.
  • Congress has the sole power to declare war and make peace. The executive branch (president) can send in troops for 60 days to a certain area, but cannot declare war. Congress takes over after the 60 days are done.
