Sure, touch the base with any random body part before the runner makes it in a force out situation, and if you have possession and control of the ball, he's outta there!!!
Since the infielder normally steps on the base while catching the ball for a force out, it stands to reason that, if necessary, he can touch the base with his hand instead of his foot -- as long as he has control of the ball with the other hand.
