I think this is something that could be done well, or something that could be a problem, depending pretty much on the curriculum and teacher. Ideally, a class like that is an age-appropriate vehicle for helping children grapple with the issues of personal character in a way that combines critical thinking with solid values. That's different than (for example) merely telling children a list of do's and don'ts or some simplistic philosophy of ethics and pressuring them to believe it. As for whose responsibility it is, I think both parents and the educational system should work on that, it's an important part of the child's development.
