We already do with the gas tax!
no because drivers get taxed to much all ready
It makes a lot of sense, really, especially in congested urban areas. The costs of driving are largely hidden in subsidies and transfer payments. Congestion is bad for the health of the people who are exposed to it, even non-drivers.
