How old is this computer? Have you ran the defrag tool? It will clean up some of the clusters left behind by data and programs. Sometimes that will help speed. Too many unneeded programs running? How good is your spyware/virus protector? Sometimes a virus can go undetected by a virus protector that is not good enough.

Vista is a really slow, bloated OS. BEing another OS from Microsoft, it also suffers from registry corruption, bloat and fragmentation. Make sure your registry is free from errors, compacted and that your filesystem is defragmented and optimised. Next up is all the rubbish that Windows programs love to scatter everywhere - chances are you have about a bazillion programs running on startup that you don't need. Zap those! Then, make sure you only have one anti-malware suite running. If you have a googleplex of those, then that will slow things down too.
