Generally speaking, yes, but if some scam-loving seller demands $1000 because your kid tipped over some 50-cent piece of junk, I'd just laugh, leave 50 cents, and say "if that's not enough, let's meet in court" and then leave.

Probably not. In my state, if you bring a suit the parents will only be held responsible for $1,000 liability. However, most parents feel responsibility for harm caused by their children and would try to make it right.

Yard sales, garage sales or simply inviting someone to your place. By law those you have invited are not responsible to pay for or replace anything that has been broken. It is nice to offer but it is not the law to do so.
