A friend got locked out of her apartment due to owing rent back payments. She has two large turtles and the Manager won't tell her what happened to them. What are her legal rights for getting them back?

She cannot be locked out of her apartment unless the landlord goes through formal eviction proceedings. I'd call the police to get into that apartment since it's a matter of something being alive in there.

First off, the Manager must follow certain notice procedures which usually culminate in a court hearing. The landlord/manager cannot change the locks and under no circumstances can he seize a tenant's property. Turtles would be considered property. Tell your friend to get an attorney as the manager/landlord has violated severaloo statutes. Depending on the state, your friend could wind up being the one getting paid.
