Not really. The best that you could to is multi-stream better. You would be able to have them do different things at the same time, but te bandwidth would not combine together.
In fact, you may lose overall performance from overhead as it tries to decide what data goes through which pipe.
And that all assumes that you can even get them both to cooperate. It CAN be done, but it's tricky.

It would be a very involved setup, but if you could set up a load balancing server with 2 NICs, you could theoretically hook up 2 different internet connections (of any type) to the same network.

True, but the end result is often more hassle and expense than just upgrading one of those pipes and forgetting about the other one entirely.
Unless the cable modem is already the top-of-the-line, fastest package, it would *might* be better to drop DSL and put the money you save into an upgraded cable package.
NICs are cheap enough that Karl's recommendation would also work, but without knowing the prices on the DSL and Cable plans, it's hard to say which is more worthwhile.
