Is it normal for skin tissue to harden after stitches heal? My husband had surgery near his stomach, and had a 5" incision from 5 weeks ago that has healed nicely but the skin under the length of it is hard now. Is that normal?

my c-section scar was hard like that but it started to become soft after about a year or so for me, now it is normal and much less noticable visually
