That is what is nice about ROTH Ira: you can withdraw the principal at any time without penalty. If the interest has not been there for 5 years, you will pay penalty on the interest. I would recommend you leave the interest there: it can't be THAT much and really not worth paying the penalties. It can not be 'medical' until your medical exceeds 7.5% of your income.
