Texting is by far the common activity most destructive to concentration -- worse even than cell phone use. Map reading is also a problem, but the severity of the problem is dependent on what exactly you're doing with the map. If you have a map book and you're flipping back and forth between pages while trying to find a street name, that's probably as bad as texting, although I don't know if it's been tested. Nobody is banning texting devices, as far as I know -- only banning the use of them by the driver, which is a completely sensible step.

People cause and have accidents because of eating in cars, drinking, reading (maps, newspapers, books, shopping lists, etc.), shaving, putting on make-up, talking on phones, and, yes, texting. I agree with you completely -- 100% -- that banning all of those things is impractical and unneccessary. It would be so much easier, safer, and cause less congestion on the roadways if we would just BAN THOSE PEOPLE FROM DRIVING.
