Why do dancers count "one" when their foot falls but musicans count "one" when the note starts?

Although I don't do much ballroom,(I am a dancer) they are both on the downbeat. They happen at the exact same time, or are supposed to lol. +3

I may have mis-spoken. But when we were at waltz lessons: the music would start, we'd pick up our feet, and count "one" when we put our feet down. In music class we'd count one when the music started.

Kinda like which came first the chicken or the egg huh? Because one follows the other.
