  • yes, because it's most powerful members refuse to be be bound by UN rules or use them to stonewall the UN itself. China tends to block action against N. Korea. Us tends to block action against Israel. Russia tends to block action against Iran. Every major country uses it's veto in a political way that totally neuters the UN. To make matters worse, when any of these countries are in violation of UN policies, they totally ignore the UN, knowing the other big countries are unlikely to act and the weaker ones are too weak to do a damn thing about it. The UN is like an impotent porn director. Sure, he can cast himself into the movie, but doesn't have the wood to get the job done.
