If you decided to swim in boxers, it would be acceptable. If you swam in regular shorts, it would be kind of revealing and overly clingy when they got wet.

Boxers are underwear. The debate is boxers or briefs. Frankly, the biggest difference to me is that boxers are comfortable whereas briefs are not.
