  • bad or clogged prorortioning valve or if it has ASB a sensor can be failing
  • It sounds like the booster rod, the part that transfers motion from the booster to the master cylinder may be in the wrong place or have another problem. You could also have a problem with the booster that could cause that problem. Next time it locks up loosen (but don't remove) the 4 nuts that hold the master cylinder onto the vacuume booster and see if it frees up the wheels. If it does, check the rod to see if it is bent, or out of position. If is is OK you may need a new brake booster.
