Bicep and tricep curls. Start with 2-3 lb wts, doing three sets of 15 reps of both. Once you manage the 2-3 lb wts w/ease, increase to 5 lb, then 8 lb, then 10 lb, etc.

If you want to reduce fat from your arms, you can't do it by weights alone - this is called spot reducation and it is a myth. Fat can only be lost from all over your body, and this is best done through diet and cardio exercise. You should get about half an hour of cardio a day. The muscles can be toned by doing arm exercises. There are tons of great exercises, and you should alternate between the exercises. Bicep and tricep curls are good, as are skull crushers, preacher curls, and pulldowns. You can also do pullups and pushups for an overall upper body workout. You can google any of these exercises for a demo. Only work your arms every other day, and perform the exercises until muscle failure for 2-3 sets. If you can get 8-12 reps on one exercise, increase the weight.
