Vinegars are the result of a fermentation process that produces acetic acid, while wines come from a process producing ethanol alcohol. The difference is the active microbe that causes the fermentation, and what byproduct it produces as it breaks down the sugars in the product being distilled.
Distilled white vinegar is made from the fermentation of a dilute solution of distilled alcohol product. White wine vinegar is made from a fermentation of, you guessed it, white wine.
Wine vinegars will, as a rule, be much less acidic than distilled vinegars. They also will have more nuances of flavor since they will carry characteristics of the wines from which they were created. Distilled vinegar usually starts with distilled grain or sugar alcohols and has just a very basic, acidic flavor.
