To the best of my knowlege that is simply a symbol of his commitment to follow Christ, but it's called a pectoral cross because of where it hangs.
Called a "pectoral" cross, over his chest, a special sign of his role as proclaimer of the Victory of Christ. Other symbols; ring on his right hand, is from the Middle Ages, a secular sign of authority but today a symbol of his 'marriage' to the Church as Christ's representative, his Mitre/miter is an ancient symbol of a Teacher, his "Cathedral' (main Church of the City where he lives) is from the Latin word for 'Chair" where his chair as the Chief Teacher of theChurch/diocese/archdiocese.
Pectoral Cross: A cross of precious metal and jewels lays over the Omophorion and is worn as a reminder that the Bishop bears his cross and upholds the commandments of Scripture and faithfully fulfills the holy and saving words of Jesus Christ. When he puts on the cross he prays: “Whoever desires to come after Me, let him deny himself, take up his cross and follow Me.” (Luke 9:23)
