One individual cancels their checking account. A month later, another individual tries to cash a check from that canceled account. What happens?

The bank will not honor the check because the account no longer exists.

And if there's more than one, fraud can be involved if someone wants to pursue it like myself over one of my past client, that person can get into serious trouble

the check will clear because the person cancelling the account realized one check was still out and left that amount in the cancelled account.
