Why don't commercial aircraft manufacturers line up all of the seats even with the windows?

You can't fit as many on. or you can't make an economy plus section in front of the "Hell in the Air" section

My understanding is that the aircraft builders make their interiors to the airlines' specifications. Hence, if airline U (guess!) says "Make the seat rows so close that anyone over 5'7" is chewing on their kneecaps", that's what the builder does.

There is probably more windows than seats, or other way around, but interesting observation.
