Yes. As you move up in levels, you'll be able to give more points.

I guess six is the max. six is a lot. you can give a hundred points to a player without getting shut down.

That`s how I started but now I can give more.You don`t have to keep track of it,it`s on your profile page.It is automatic,I think.It builds up over time.Hope you have a good time.:)
